The first step is for the driver to be identified and to confirm that they were the driver.  Following this is a foreign driver wishes to accept a fixed penalty they should surrender a copy of the foreign licence.  A ghost licence will then be created at the Driver and Vehicle Licensing Agency (DVLA) for that person against which the penalty points will be added.
