No. The penalty is set by law and is non negotiable. The fixed penalty for speeding is currently £100 plus 3 penalty points. If you fail to provide the details of the driver the more serious offence of failing to name the driver may be committed and this carries a minimum of 6 penalty points on court conviction.  Provided the details of the driver are provided quickly you may be offered a speed awareness course.
