The system is intended to be quick and simple, giving you the opportunity to resolve the matter without attending court. Failure to respond may result in a personal visit by a police enquiry officer and is likely to result in your case being passed to the courts for failing to provide the required information.  If there is a delay in providing the information required by law the driver is unlikely to be be offered a speed awareness course.
